Are safeguarding rules a legal requirement?

Safeguarding Vulnerable Groups Act 2006 sets out the requirement for organisations to ensure that individuals with certain convictions do not have unsupervised access to vulnerable people. So, the requirement to carry out checks on individuals in that circumstances is enforced by law. Other requirements are best practise to keep both volunteers and vulnerable people safe.
